Studying unemployment is generally done in terms of market. In this type of analysis is not, however, easy to show compulsory redundancy. Furthermore, it's nowadays difficult to deny the existence of this kind of underemployment. According to the Keynesian theory it seems interesting to consider the analysis in terms of circulation. In this respect three outlines are in confrontation. If we accredit the idea of the building up of capital, compulsory redundancy could be explained by a deficit in the flow. How the EU regional policy can shape urban change in Southern Europe: learning from different planning processes in Palermo

The article provides an interpretation of the role played by the EU regional policy in the process of urban change experienced in Palermo, the fifth Italian city by population and capital of one of the largest Europe’s less developed regions (Sicily). Through an analysis of various EU-funded planning initiatives implemented over the last two decades – from the Urban Community Initiative in the late nineties to the current Integrated Territorial Investments under the 2014–2020 urban agenda –, the work explores their effects from three main perspectives: urban regen- eration, local governance, and planning innovation.

AbstractThis chapter discusses Finnish quality evaluation in comprehensive education, recognising that it frequently differs from that used by the Global Education Reform Movement (GERM) in most countries. Instead of high-stakes testing of pupil achievement, monitoring or school inspection, Finnish quality evaluation (QE) rests mainly on sample-based national testing and self-evaluations conducted in schools and municipalities. AbstractFinland has, rather successfully, promoted an image of itself as a model of educational excellence and linguistic equity. This chapter problematises this image by analysing Finnish language education policies at the comprehensive school level. For our analysis we use a three-fold understanding of access as; (a) having the opportunity to participate in language education (getting in); (b) participating in education that is meaningful and effective for the pupil (getting it); and (c) receiving credentials that are societally legitimate and valuable assets (getting out). Fiscal consolidation and income distribution

This working paper attempts to shed light on distributional effects of recent fiscal consolidation policies, mainly through the channel of in-kind public transfers. We look at the distribution of income in 16 EU countries during the recent global financial and economic crisis, and the subsequent period of fiscal consolidation. Experiences in terms of the depth of the recession and the policies implemented to deal with vary greatly across EU countries.
